CAPTURED! ELK CITY POLICE CAPTURE HARREL
About 2:30pm today, Elk City Police arrested Justin Other Harrel on a Kingfisher County Warrant. According to an affidavit, he was wanted for first degree rape of a Hennessey 14 year old girl.
